I've looked at uniforms in other countries during the same war. The Romanian military, especially the Army, also had similiar footwear as the Austrian although some higher ranked officers and certain troops wore boots. Same with the American and British ones. However in the Balkan Wars, the Bulgarian army had traditional footwear alonside its modern uniforms and continued through WWI. Several Balkan nations also used traditional footwear in military in 1910s. Although by 1920, they were using regular footwear. I'll have to look into that but it's what I've seen from visiting websites about WWI uniforms.
